CRA commissioners visit Kericho County.

he Commission on Revenue Allocation (CRA) CEO – CPA James Katule led a powerful delegation to the County Assembly of Kericho on 6th day of July, 2022. This visit came at a time when the Assembly adjourned sine dine prior to the August 2022 general elections. 
The Commission’s main mandate is defined in Article 216 of the Constitution of Kenya 2010 which includes development and determination of sharing of revenue formulae, advise on financial management and development of marginalization policy among other functions. The CRA CEO sought to know how the County Government has managed and developed own source revenue.
The first and second County Assembly has always approved Kericho County Finance Bills on time for each financial year. This has facilitated the departments of the County Executive to collect revenue through the receivers of revenue appointed by the County Executive Committee Member for Finance and Economic Planning.
The County Assembly needs to strengthen its oversight role with respect to own source revenue. The CRA is keen on the County own source revenue because of sustainability issues and that in future the shareable revenue needs to be equitable. Therefore, there is need to support County government in revenue generation so as to create wealth among counties to enable them improve living standards of residents. 
While on their visit, the CRA commissioners checked on the adherence of the public finance management fiscal responsibility by the county assembly; in terms of Fiscal responsibility, the County Assembly committees of Implementation and Finance and Economic Planning committees through its oversight role has enhanced accountability and adherence to Fiscal responsibility requirements by the Public Finance Management institutions and policies.
The commissioners reiterated the importance of supervision of the infrastructural projects by the County Government of Kericho with respect to Governor’s and Deputy Governor’s residences, County Assembly Chambers and Office Block and the Speaker’s residence.
