Welcome to County Assembly of Kericho

The Kericho County Assembly represent the people at the Ward level and special interest groups in the County Assembly. Exercise legislative authority of the County Government through Bills passed by the Assembly and Assented to by the Governor and Conduct oversight over the County Government Executive and executive organs including appointments, plans, policies, budgets and expenditures.

HOUSE COMMITTEES

An Assembly Committee is a group of Members of the Assembly designated to do the detailed work of the Assembly. The Members are expected to work together toward a common goal, and may work without the restrictions of formality. Section 14 (1)(b) of the County Governments Act, 2014 provides that subject to the standing orders, a county assembly “may establish committees in such a manner and for such general or special purposes as it considers fit, and regulate the procedure of any committee so established.”

SECTORAL COMMITTEE

The functions are according standing order 81(5) shall be to:- Investigate, inquire into, and report on all matters relating to the mandate, management, activities, administration, operations and estimates of the assigned departments. They include the following. Read more

SELECT COMMITTEE

A Standing or Select Committee is a permanent Committee established by Standing Orders of Assembly. It may study matters referred to it by special order or, within its area of responsibility in the Standing Orders, may undertake studies on its own initiative. Read more

AD-HOC COMMITTEE

The Assembly may appoint an ad hoc committee to carry out a particular assignment. An Ad hoc committee is dissolved as soon as they have completed the matter / acheived the objective through of the bill referred to them , and a report made to the Assembly on the same. Read more

Committees are integral parts for the conduct of Assembly business. An effective Committee system makes the Assembly to be more responsive to the needs of the electorate while making the role of the Members more relevant and democratic. Read more

Hansard is the Official Report of debates in the County Assembly. It is a common name for printed record of verbatim Parliamentary debates and Committee meetings, capturing the contributions of every member – questions, responses and debates in the Assembly. KERICHO COUNTY ASSEMBLY STANDING ORDERS

As adopted by the Assembly on 27th February, 2020 during the third session of the 2nd Assembly and amended on 8th October, 2024 during the third session of the Third Assembly through a motion tabled and approved pursuant to Article 185 (2) of the Constitution, Section 14 (1)(a) of the County Governments Act, 2012 and Standing Order 242 of the County Assembly of Kericho Standing Orders. STATEMENTS TRACKER

Standing Order, 40 permits the Speaker to interrupt the Business of the County Assembly at 5.00pm to allow members make general statements of topical concern. A member wishing to make such statement must seek approval of the Speaker in writing before 3.00pm. Read more
